The Governor signed Assembly bill 6957A as chapter 559 of the laws of 2024. This bill adds a new section to the General Business Law on car wash promotion disclosure. A copy of the law is provided here. This law becomes effective on January 11, 2025.
This law requires car washes to clearly state when a promotion will expire as well as any costs which would be incurred upon the expiration of such promotion and how often such costs will be incurred by someone taking part in such promotion. Car washes are required to conspicuously post a notice of such information when advertising a promotion. If advertised online such notice must be included within the advertisement. A violation of this law results in a civil penalty not to exceed five hundred dollars for each violation.
As discussed in the Northeast Carwasher magazine’s, this bill resulted from car washes which used a promotion during Passover to overcharge Jewish customers.
